I find the Windows Mail tool bar hard to read with the dark blue color.
(same for the Explorer task bar), but I have not figured out where to change
these colors. Limited experience with Vista. Can someone point me in the
right direction?

That was one of the major complaints during beta testing, but MS
ignored the complaints. Sorry, the only fix I know of is to upgrade
to WLM, which isn't a whole lot better in that regard:
