Corrupted Recycle Bin

Is there a way to fix this problem: Corrupted Recycle Bin ?

I got a pop up saying:

The Recycle bin on C:\ is corrupted. Do you want to empty the recycle bin
for this drive? Yes or No
I just cancelled the box and came here for help.

Appreciate any help out there.

Oh, also when I try to click on an address link in my newsgroups or my mail
my Outlook Express freezes up, as a matter of fact, my Paltalk is freezing
up as well....any ideas as to what I may have done and how to fix these
issues?

Start>Run and type in "cmd" wiuthout quotes. In the next screen type without quotes: "rd \RECYCLER /s"

Delete the entire folder in safe mode. Upon rebooting, it will be
recreated.

Safe Mode?

Can you explain this to me.....sorry, I'm not that great with computers.
I've been really lucky (no major problems) with this computer until now.
