Unless you test software for a living, there is no reason to reinstall
Windows XP unless it has become irrepairably damaged.

"How to perform an in-place upgrade (reinstallation) of Windows XP"
http://support.microsoft.com/default.aspx?scid=kb;en-us;315341&Product=winxp

If you are still experiencing problems, despite carefully following the
above:

"Performing a Clean Install of Windows XP"
http://www.microsoft.com/windowsxp/using/setup/expert/honeycutt_02october07.mspx

You'll find it much faster to restore an image of a known good installation.
For example:

Norton Ghost
http://www.symantec.com/sabu/ghost/ghost_personal/
