corrupted internet explorer program

Another computer of mine Internet explorer will not open. Have tried
downloading MS's current version, but it won't open telling me that I have a
newer version already installed. I can't locate the file that contains
internet Explorer, to uninstall, as a way to install the newer version.

Question: can I reinstall my entire Windows XP program, without harming any
current files, or other programs?

I'm having a similar problem. IE shuts down giving an error message and I
was advised to download sp2 and turn off ie add ons. Done that and still ie
shuts down.
