Corrupted file explorer icons

I just reinstalled WinXP Pro from a cleam format. And I just noticed
something in file explorer:
When the view is set to "tile" some file's icons appear to be just a dot. In
"list" or "detail" any icon that's missing, is replaced by the generic "I
don't have an application for this file" icon, but it looks a little off.
Pixels in the wrong places.

When I go into the option for the file type (for example, TTF or PDF) and
select to change the icon, when I click "Change Icon" I get a pop-up
dialogue that says "Windows cannot find file %1."
After clicking OK it puts me in the default directory for icons:
%SystemRoot%\system32\SHELL32.dll
And in the list of many icons, there are a few that are missing and are just
holes where an icon should be.
But there doesn't seem to be rhyme or reason to it.
For example, in file explorer, True Type Fonts is one of the file types that
has a corrupted "generic icon" icon. But if I try to change it, the TT icon
is in there.
Although, it doesn't keep the change when I try to do so.

Any ideas here? Is it as simple as replacing SHELL32.dll (and if so, how do
I do that?)
If not, any siggestions?

You may want to try System File Checker. Start>Run type: sfc
/scannow have the WinXP CD in the cdrom drive.
