correcting Outlook Express Errors under XP

Symptoms - Outlook Express gives error logging into server
- you know the email server is working and no firewalls are
active - yet still won't connect to server no login error
messages just - "cannot connect to server"

Create a new xp profile - it will make the profile - create
the email account under the new profile in outlook express
- it will work then go back to the original profile and
then retry outlook express - it now works. you can now go
and delete the second profile -

this step seems to scan and repair the files used for
outlook express and worked when sfc /scannow didn't repair
the files can someone explain why.
 
Create a new Identity. This will create new entries in the Registry which
is the same thing that you are doing creating a new profile.
If this works, import your old emails and delete the old Identity.
