What is the easiest way to copy the format of a form or report that I want to
use with an entirely new table?

Select the form or report.
Right-click Copy.
Click off of the form or report.
Right-click Paste.
Rename the form or report.
Open the form or report in design view.
Change the record source to the new table (or whatever).

I am working in Office 2007 and I can't paste to like you described but I can
click open Create form and it creates a duplicate but I can't find the record
source. F4 brings me to the Property Sheet where I can find Control Source
but that's for the fields sources not the table. Any idea where I could look?

Please indicate your Access version number next time you ask a
question. In some respects the answer for Access 2007 will differ from
the answer for previous versions. If you don't state your version, you
may just be getting incorrect or incomplete answers. It's for your
benefit.

Don't know Access 2007, but in all other versions open the report in
design view. Click on View + Properties. When the property box opens
click on the Data tab. The recordsource if the first item.
Note: if you are already in design view but have selected an object,
showing the properties box will show the proprties of that object. I
believe this is what is happening for you. In this case just follow
the next paragraph.

An alternative method is to open the report in design view.
Right-click on the little square where the left ruler meets the top
ruler. Select properties.
