Copy user from one member server to another

We have two webserver where client users logon to web applications. thease
user accounts are not domain account. We would like to copy all the user
accounts from one server to another. Is there any tool to copy the user
account with all the user information and password to another server. Please
let me know.
 
I am currently having the same issue and i am looking at two utilities Hyena
& Copypwd from systemtools.com.

Hyena (http://www.systemtools.com/hyena) can be used to copy the user
accounts from one computer to another. The copied accounts will have
a new SID, so security settings essentially won't be copied over, but
everything else in the account (except the password) will be copied.

Our free copypwd utility can then be used to essentially dump the
passwords from the original server and then you can use the resulting
file to import the same passwords to the new server. You will have to
run the copypwd utility locally on both servers for it to work.
