copy sectors

Is there a MS development tool that allows you to copy a sector of say
1026 or 2048 or the mbr as a file. Kind of like Unix's dd command? Is this
isn't the right group to ask this in can anyone tell me the right group? I
access these newsgroups through usenet and OE and not the .net passport.

DiskProbe.exe in the Windows XP Resource Kit.

Rescue disk. I'm not familiar with that. But on my mce I loaded support
tools and it looks like it is there.
