When I buy a new hard drive, is there anyway to copy the
hotfixes and updates to the new drive without having to
download them all again?

HELP & SUPPORT, Windows Updates...
Click on the Windows Catalog at the left. You can stock a "shopping cart"
with the updated file that you want to save - then apply them to any XP PC.
 
A new drive will have software to ghost your existing drive and install it
on the new drive.
