Copy/Paste functionality is disabled

Every time I try to copy and paste anything, instead of what I wanted pasting
to the document I get this message "Copy/Paste functionality is disabled"
This is included when I even try to copy and paste a web address into the
address bar. This just started doing this about two weeks ago. What could
cause this and how can I fix it?

233. (r-h column) Enable Drag and Drop

Norton security can block the Copy/Paste functions. Malware could too,
I suppose.
