copy front page edit tool on msn menu bar

How do you you copy the frontpage edit tool to msn menu bar. ( Description of
edit tool: the picture of the light blue pointer arrow in a circle.) I have
looked in view tools it is not available there. Is this something that I
have to do in add-ins. If so, tell me how to do this.
