Copy design template in Powerpoint

how do I copy an available design template from one presentation to another
powerpoint presentation?
 
Do you mean that the design you want isn't in the choices in slide design
pane BUT you have a presentation based on it?

Try this:

File > New > From design template
Click "browse" (at the bottom) Ichange the type box to "all powerpoint
presentations" and browse to the presentation with the template you want
