Cookies control on IE6

I cannot change internet options on IE6 using
tools/internet options
as I get a message that says this is disabled because of restrictions
on this computer and that I should see the system administrator.
I am the administrator so what do I do.
I can access this only by restart and in SAFE MODE ??? log on as
administrator. Then I can access the internet options.

Please tell the is a better way and how to use that way if it exists?

You can still access Internet Options through Control Panel.
