WinXP Home unit must have right settings as download and activation of one particular "Chat" program works properly, and for long periods of time, until I choose to close out

WinXP PRO unit keeps getting error: " Microsoft Internet Explorer Cookies are disabled Cookies must be inabled for chat program to work properly." (Have tried different setting in Internet Option's "Privacy", with no change, still receiving error

Win 98se unit downloads and activates the same "Chat" program, developes problems after a short time thereafter, and reboots automatically. Also has periods of "replay of previous voice tranmissions in 'Chat room', plus periods of 'squeeling, cracking and hesitations'

Have done much research with no joy, so am turning to you
