Is there any place I can download the files *Legally* to
convert my Access database to a stand alone program?

Do I have to buy the entire Developers package just to do
this one simple thing?

Thanks

Just to clarify (especially since the original poster asked two different
questions), nothing can "convert my Access database to a stand alone
program." The closest you can come is to distribute your application with
the runtime, which allows the users to use your application (but not to make
any design changes to it). Packaging an application with the runtime,
however, does not change the application in any way, shape or form.

Further, there's no way to legally download the files to allow you to
distribute the runtime: for Office XP and earlier, you must purchase the
Developer edition, but unfortunately Microsoft no longer sells previous
versions. One possibility is to check out sites that specialize in old
software products, such as http://www.emsps.com/oldtools/ or
http://recycledsoftware.com/ Another is to look at someplace like eBay to
see whether anyone's trying to see their old versions (Note, though, that
products purchased this way aren't always legal...)

With Office 2003, you need to purchase Visual Studio Tools for Office 2003
(which includes the Access 2003 Developer Extensions). The ADE is the
product that gives you the license to deploy the 2003 runtime components and
you have to have Access 2003 installed in order to install the ADE.
