OK, I've copied some comments that helped me (not too much though) and edited
them to exactly what I did. It worked. A helluva contorted process, but it worked
You'll have to install an early version of Netscape (I used Communicator 4.8)

http://wp.netscape.com/download/archive/client_archive47x.html
import your (Netscape Communicator) version 7 mail into Communicator 4.8 and
then import them from Netscape Communicator 4.8 into Outlook Express. You can
then import from OE into Outlook 2003
To do the import, do the following
1) Close all programs
2) Open C:\Windows\Application Data\Mozilla\Users50\"your profil
name"something.slt\Mail\"the mail account name" (You'll need to set
Windows explorer (if that's what you use) to show hidden file
(tools:folder options:view:hidden files and folders)
3) Copy only the mail boxes NOT the msf files and paste these items ont
the desktop
4) Rename these boxes to unique mail folders names such as oldinbox6 o
oldsent
5) Place these files into C:\Program Files\Netscape\Users\"Your profile"\Mai
6) Next time you launch Netscape Communicator 4.8 with that profile, your
Netscape Communicator7.1 mail will be in the containers with the names you
specified
7) Look in each mail folder in Netscape Communicator 4.8, this generates
..msf file for each folder. Outlook Express will need to see these files to kno
that the mail folders exist to be able to import them
8) You can then import them into Outlook Express using File/Import/Messages
Using the Netscape Communicator option
9) Then, you can finally import into Outlook 2003 :
