Converting email to html or rtf

The help text for outlook to do so indicates going to the Mail Format tab of
options in the main outlook window. However if I'm trying to forward an
email that I received in plain text and include rich content I need to
upconvert it to html or rtf. If word is your email editor, there is no way
to do so. You have to disable word as the email editor to get options under
the format menu to be able to change the format to html or rtf. This does
seem a little broken to me. Word should be fully capable of doing this
conversion. So now word is no longer my editor of choice for email.

Nope, not broken but instructions depend on your version of Outlook. Note
that replying in a "higher" format is not considered as nice.
