converting 97 database to 2000

I have tried all suggestions as far as compacting, compiling, and I still get
the same error every time I try to do any of these things: "Cannot open a
database created with a previous version of your application." Is there
anything else I can try?

Open Access2000, (not the file you want to convert just Access). Then go to
Tools > Database Utilities > Convert Database

Then in the dialog box, browse for the .mdb file you wish to convert and
select it. Then another dialog will come up, then you browse for the
location you wish to save it at, and the name of the new file. Then give it
a few seconds to convert and you're all set.
 
I already did this. When I select the file it gives me the same message.
