Controlling on Opening *.EXE file

Hi,

Can anyone assists on the following :

How can i restrict / control the users to open number of
the same .exe file ?

For example, only allowed user to open MS Word application
in one time only. If the user attempt to click multiple
time on the winword.exe, it will not open up the new file.

Why does this matter? What security threats are you thinking such
restrictions might mitigate?
