Control users default Signature

Marketing is looking to be able to control all outgoing emails for styles
i.e. font, color, background, signatures, etc. Most important seems to be
the signatures(see example below), I am wondering if this is possible and
most particullarly is it possible to create code that would auto put
signatures in according to a preset corporate standard for i.e html defaulft,
text only, ect.

Any help or direction would be appriciated. We are using Outlook 2003
server. Some use Word as their defaulft editor some do not, not sure that
that would affect the capabilies but it may.

first Name Last Name (Each item read from some type of default user profile
stored at the server level)
Title
Department
Company
Division
Direct phone
Fax
Web site
Email address
