Control Toolbar opens when Word opens

I have gone to view>toolbars and deslected Control Toolbar.
Next time Word opens, there it is again. Just floating
off to the right.

I did create a template and used the control toolbar
months ago, and never used it again. But now it seems to
have a life of it's own.

Any guidance?
