Open a Command Prompt with elevated privileges (Run as administrator)
and type: Control and hit the Enter key.

The reason I need to use a system prompt is there is nothing on the desktop
but the background photo. Start | etc isn't there. I can got to task manager.
I need to launch control panel from there.

What happens if, from Task Manager, you do
File > New Task > explorer.exe [OK]?
