Control Panel screen

I have a Toshiba laptop with Windows XP operating system.
When I access the the Control Panel and move the cursor to
click on an icon it clears and the screen returns to the
desktop display. Any suggestions or guides to correct
this? Thank you. Dave

Try the System File Checker which you can start with
SFC /scannow
via Start > Run. If this does not help, you may have to reinstall
Windows.
