control panel/right click problems

I lost control panal on my computer. Also when I right click on items and
try to goto properties, I get a error. It says go to system administrater?

restrictions on this computer. Please contact your system administrator.

If I right click on my computer(desktop properties too), and click
properties. I get the error. I also lost the control panel , I can't find
it anywhere.

Your error message indicates that this is probably a Group Policy setting.

Try this to open the Control Panel...
Start | Run | Type: control | OK

If XP Pro...

Open Group Policy...
Start | Run | Type: gpedit.msc | OK |

Navigate to >>>
User Configuration\Administrative Templates\Control Panel\
Prohibit access to the Control Panel
Set to Not Configured.

Also check these settings...
