Control Panel problem

Hello!
I have an Inspiron 6000 Notebook (Dell) and
whenever I click on Control Panel my whole screen goes off and comes back
and i have not been able to make any changes or do anything in Control Panel
I would greatly appreciate some help on how to fix my problem

I'd start with a malware scan when I see symptoms like that:

What happens when you go to Start/Run and type in: rundll32.exe
shell32.dll,Control_RunDLL

In the meantime and without knowing more....see if this helps and good luck!
