my friend told me that all the unused programs would slow
my computer performance down. what may I safely delete?

How can an unused program slow your system's performance if it's not using
any of your system's resources?

Possibly what your friend meant was that programs that start automatically
when you boot the computer but that you don't use may use up system
resources and cause programs that you DO use to run more slowly. Or
something like that.
