Control Panel item cannot be deleted

It's installed as part of OmniPage Pro OCR scanning software. Is that listed
in add/remove programs?

Reboot into Safe Mode with a Command Prompt
Restart and tap the F8 key at posting
"type" RD SCMGRCPL.CPL <enter>
after type EXIT <enter>

No that program is not listed in the add/remove programs.
 
What is the exact text of the error message? If it's a warning, simply
ignore it.

Try renaming the file to scmgrcpl.old

i restarted it again..and now i could delete it...
so my item in the control panel is GONE

Didn't really get this done... but was able to delete the offender after I
restarted the computer... ..i had restarted it once in safe mode... and then
couldn't get your suggestion to work.. but the Delete did....

RD=RMDIR=Remove Directory
