control panel issues

My control panel looks like it opens but closes, the control panel menu on
the Start menu is empty, printers do not print, network and sharing center
does not open, the welcome center will not start and neither do games. Trying
to run control.exe or open any .cpl app. fails.
I am running a sony viao with vista business with sp1 beta installed. I have
run this con figuration since the sp1 beta was released to the public. This
problem just began recently, shortly after installing Adaware but not
immediately after.
I tried doing system restore to before adaware install but problem remains.
I contacted Microsoft to obtain hotfix 313791_intl_i386_zip.exe for the
problem with this discription. Attempted Installation resulted in termination
of install with the message: The update does not apply to your system.

Any suggestions are welcome?

p.s. can run control panel app for remove programs but the view installed
updates does not work so cannot uninstall SP1 beta, otherwise this app works
fine.

A common and annoying problem. Try restarting the software licensing
service
