Control Panel in Vista

Hello All Gurus!,
As you know I have a problem I need help with, Thanks in advance, Best
Wishes and play the other Lotto numbers!

When I open the Control Panel on the left side at the top is two items:
Control Panel Home and
Classic View

Well this used to happen in other folders but I cured that I switched to
Classic View for all folders, only the control panel didn't get the memo, so
I have a blank space on the left side and Small Icons on the right. I can
change the view to larger Icons but it won't stay, upon restart it go back
to list and still the blank on the left side, where do I look to change
what? Also in Windows mail when I click to delete a email the splash box
asks if I don't want to show this box again the box will return even though
I place the x in the box any thoughts on this?

HP DV 6255us, 2 Gig ram it is on the battery recall list as well as the
mother board but none of the problems are showing that HP lists, wireless
works very well and no battery fires ..............yet.
