Control Panel/IE/Win explore does not work

Hello, My Win2K will not let me run Internet Explorer,
control panel, my computer but it will let me run outlook
express and AIM. I reloaded several different ways but
all reload will still not let me use explorer, control
panel or my computer. Please help!

Error messages? Event log details? Internet Explorer version? Hotfixes?

Without this type of information, who knows?
