Control panel icons not working?

As the subject says plus right clicking on My Computer and selecting
properties not working, right clicking on Internet Explorer (desktop not
quick launch) and selecting properties not working. Same with display and My
Network Places. Any suggestions?
Have run Adaware SE, Spybot search and destroy and AVG antivrus, all
updated.
