Cannot access My Computer

I am running Windows Xp with SP2, all updated. I cannot access the following
areas of the computer from the icons on the desktop, My Documents, My
Computer, My Network places, Recycle Bin and any other folders I have on the
desktop. I cannot access Control Panel from the Start button as well. All
other Icons that link to a specific program seem to be working well, it just
seems to be the ones that allow access to files on the computer. I am the
only one with access to the computer. AVG Virus scan, and two spyware
programs, Ad-Aware SE Professional and Spybot Search and Destroy come up
negative. I am not too knowledgeable on computers and would appreciate any
help I can get. Need more info just ask. I will get you what I can.

What happens when you try to open them ?
Check the Event logs : Start > Run > eventvwr
Try System Restore : Start > All Programs > Accessories > System tools > System Restore

When I try to access the items on the desktop, the icons all disappear and
then come back after a second or so. If I try to access the control panel the
Icons all disappear then come back but I lose the picture I have posted on
the screen as background.

In the event viewer I found the following items, numerous warnings for
Microsoft Fax. There are always 2 together and the category is
Initialization/Termination, there are also warnings for Userenv, with None
under the category.

Have not tried System restore yet.
