Control Panel Icon

The "Add or Remove Programs" icon is not in my Control Panel. How do I
recover this so that I can use it to add/delete a program?
 
Go to the Start menu's Run... command (or press WindowsFlag+R) and type
"appwiz.cpl" without the quotes. That should run the control panel applet.

If that does not work, try using "control appwiz.cpl" instead. This is not
usually needed in XP because .cpl files are set to open with control panel's
extensions.

That worked to run the applet "Add or Remove ...", but how do I get it back
as an icon into the Control Panel?

Do you have TweakUI? TweakUI can add and remove access to Control Panel
items.

Add or Remove Programs is appwiz.cpl. If appwiz.cpl is listed in either of
these registry keys, Add or Remove Programs will be hidden from the Control
Panel.
