control panel help

Okay, here's the problem. My user account is and administrator, i've checked,
but my account won't let me use the control panel. When i figured out a way
to trick it a make a new account, none of the new accounts would let me on
the interenet. I can't even change my desktop wallpaper or any settings.
Please help. My computer didn't come with a Windows XP disk, so i can't
re-install it, is there anything I can do??
