Control Panel gone -and possible virus

Two problems -- 1. When my friend's computer starts up there is a message
saying "infected item" win32/hostblock. It does not tell you how to
get rid of it, but just says to close the window. The computer has
Computer Associates antivirus program and when I run it -- it says
everything is ok. I think this hostblock has caused problem number 2.

2. The Control Panel is gone -- I've tried several suggestions to get back
the
control panel that disappeared but nothing has worked. I tried start, run,
control.exe -- didn't work. I tried
system restore six times and even went back to August 2007 and the
computer tells me there aren't any restore points. I keep getting
the message that the control panel is a restricted program and to
check with my computer administrator. Now a new problem has begun with the
clock. If I right click on the
clock in the taskbar to change it -- the computer tells me that the
program is restricted and to check with my computer administrator.

The computer is running Win XP, SP2 so I thought if I reinstalled
Windows XP, it might fix the problem but my friend misplaced the Win
XP CD.

Any suggestions?

Go through these cleaning steps to see or get a clear opinion on how
clean your machine is:
= Click Start >> Control Panel>>Network and Internet Connections >> Double
click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced.
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.


Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.
