Control Panel error with Cat 3.9 and XP

I just upgraded to the Catalyst 3.9 drivers on WinXP pro. I have an AIW
Radeon VE PCI. My problem is that after the system loads the desktop I get
the following error:

ATI Desktop Control Panel has encountered a problem and needs to close. We
are sorry for the inconvenience.

I also get this error if I go into the "Advanced" properties of the Display
properties. I used ATI's uninstall utility to uninstall all previous ATI
software (a couple of times). I also had this error installing the Cat
3.8's a while back. I was able to get around it by manually installing the
different driver parts separately. That workaround doesn't seem to be
working this time around. What can I do to fix this?

I had just about the same problem a few days ago with an AIW 9800, but only
when using the HDTV cable. I went through every control panel and Catalyst
install I could find with no luck until I tried the "3.10" Catalysts - the
ones that are the Call of Duty fix. Since installing those drivers I
haven't had any problems with the ATI Control Panel.

I must not understand. The Catalyst 3.1's that I see on ATI's website are
from February, do I really want to install drivers that are that old? If
it's possible, could you include a link to the drivers you're talking about?

That's 3.10 you want, not 3.1 - their numbering isn't the most obvious.
