Control Panel Error Message

I am receiving the following error message:

An error occurred while Windows was working with the
Control Panel file C:\WINNT\system32\netsetup.cpl.

I am running XP PRO and updated to SP2. Can anyone offer
advice as to why this is happening and how to fix
whatever is unhappy?

Delete the file from the C:\Windows\System32 folder.

some third party software, such as ipmon32 from verizon may cause this problem.
use misconfig and uncheck this file from startup. had same problem, this
worked for me

The error is indeed caused by IPmon32, but the program to run is
"msconfig". Go to Start>Run and type (without quotes)
"msconfig" [Enter]. Look on the Startup tab and find IPmon32 and
uncheck the box next to its name. Apply and OK out. You do not need to
restart immediately, but the next time you do you'll get a dialog box
saying you've used the System Configuration Utility. Just check the box
that says, "don't bother me with this again".
