control panel doesn't work

Whenever I try to open the control panel, the icons will
come up, but then I get this error message:
Exlporer.exe caused an error and will be closed.
the details: App Name - explorer.ex
App ver - 6.0.2800.1106
Mod Name - mfc42.dll
Mod ver - 6.0.8665.0
offset - 0000430d

Any clue why this is happening, and how to fix it? I
have done the scan disk, wipe and reinstall, deep virus
scanning, etc. This even happens with just windows,
McAffee installed.

I didn't see Spyware removal check in your post as such

I know of a Specific Piece of Spyware called Xupiter has
being known to cause this type of behavior I would try
Spybot first if you haven't as I have used it to clean
systems that had this and others.
