control panel,add/remove

I have windows xp home,on an old hp,about 6 yrs old...i cant open up
anythingon the start up menu,or select things on the desktop....im trying to
find a way to open up control panel to access add/remove to clean it up a
bit,but i cant find a way...i usually use task manager to close
explorer,because explorer uses the cpu at 100%....after its closed i can
browse through task manager to open up things i need,but not control
panel.....PLEASE HELP!

Did you try starting up in Safe Mode?

F8 on startup and select Safe Mode.

A 6 year old HP system is likely to be pretty deficient on RAM and
that would make Windows XP slower than slow.

How much RAM does it have? It needs at least 256 mb and preferably
512 mb (especially if your CPU is slower than 1 ghz).

Explorer running at 100% CPU usage is suspicious. What happens if
you start up the machine and then go for a long, leisurely lunch? Is
explorer still using 100% CPU after say 1.5 to 2 hours? What
antivirus and antispyware software are you using?
