Error message when trying to access Control Panel

I get the following message when I try to open Control Panel:

Add or Remove Programs has been restricted. Please check with your
administrator.

The problem is...this account has administrator rights. I have to accounts
on my computer that has admin rights. When I go to the other account, I can
see Control Panel, but, the program that I want to uninstall doesn't show up.

How do I get the control panel back? Any ideas?

Click start - run - type "regedit" without quotes press enter.
Go to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
At the right side of panel delete or set 0 "NoControlPanel" value. Or you
can simply do this by click start - run - gpedit.msc press enter. User
Configuration - Admin Tempates - Control Panel - double click Disable Control
Panel and set it to "Not Configured"

I followed everything exactly. I re-stared the computer, and accessed control
panel. I double clicked the "remove or add programs", and I still get the

Delete the value named "NoAddRemovePrograms" from the following keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Uninstall
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Uninstall
