Control Panel - Add Remove listing missing

I have a weird problem. For some reason, in my windows
2000 server, service pack 3, when I go to the control
panel, click on the add remove programs icon, i get
nothing.. and the add remove programs wording is across
the top and the close button is "cl&ose" and does not work.

Anyone have this problem? Or know how to fix it.
