Control panel Access

I can't access control panel. Windows was running OK but last week
control panel wouldn't open. I did a restore to a previous day and the
problem dissappeared. I installed service pack II and several days later
the problem came back. I tried to do a system restore but I can't. I
uninstalled service pack II but nothing changed. Any ideas? My son loads
lots of shareware etc. on this computer.

Scan for viruses and spyware.

I moved all the *.cpl files in system 32 and control panel and
installed them one at at a time. It turned out to be a problem with the
cpl file associated with my intel on board video card. I deleted it
and instlled the driver again. Ok now.
Now I have to get rid of the spyware on my computer.
