Control panal help

When I try to access my C drive I get this message

[C drive is locked]

"Please go to the control panal to install and configure
system components"

I go to the control panal and have no idea what I'm
suppose to be looking for. All of my programs run fine
without any conflicts. So what would need installing? I
uninstalled all the apps that weren't WIN XP compatible.
Any help would be greatly appreciated. Thank you
 
Have you tried running Scan Disk?
