Control internet access

I have a netscreen firewall and broadband internet. I need to know the
best, most cost effective way to allow certain users limited access to
certain websites and others less restrictions and some full access. We have
W2k Server and Win XP workstations. What would be the best way to
accomplish this. Management wants this in place before the internet is
connected to the network.
 
I think you can only do this with proxy software like ISA 2000.
