control + enter now goes to msn search engine

by some unknown accident of keystrokes, entering control +
enter no longer completes web addresses...instead it opens
msn search...as a user on a state department computer i
cannot enter the registry as one proposed solution
suggested...does ayone know how this happened and how a
user with no rights to add or alter software can change it
back?
