Control Alt Delete

When I hit Control Alt Delete my computer only brings up
the network usage box. I don't have the option to see
the programs running, I can't end programs or anything. I
can't even close or minimize the window. How do I fix
this?

Are you running Task Manager in "Small Footprint Mode?" Simply
double-click anywhere along the top or side borders.

Task Manager Menu Bar and Tabs Are Not Visible in Windows XP
