RESET crtl alt delete

Hi,
I just received this in a message from my brother, Bob, who has this problem.
Does anyone have an idea of how to solve this Ctrl-Alt-Delete problem?

Hi Bern-
I was messing around with my computer a couple of months ago, and I think that I tried to install some sort of powertool (like tweak UI). Anyhow, my three finger salute quit working on me.
Every I hit control+alt+delete, just the CPU usage History and the CPU usage % display comes up.
I have kept up to date on all virus and spyware stuff, and this doesn't seem to be the problem.
Do you know of any way that I can reset the control+alt+delete function to its original functionality? I am running XP Home. I ain't afraid of regedit, if I know what to edit.
I might try doing a system reset if you can't think of an easier way. This isn't really important, just a little mosquito that flies in your ear but doesn't bite.

This may be a simple matter. If your brother is saying that he has lost the
tabs from his Task Manager:
Double-click on the top border of the Task Manager.
Not sure what he meant by System Reset, but hope it won't be necessary.
