What happens when you use it?
Please provide a lot of information when you post, so people don't have to
do a lot of guesswork, and you will likely get more help in the newsgroups.

doesnt "think" at all, nothing happens, my friend looked at the services menu

What is the virus/malware status of the computer? Not being able to run
the Task Manager is symptomatic of virus infection. If you do not have
a current version antivirus (not earlier than 2004) installed with an
active subscription and updated definitions, scan with either Sysclean
or Dave Lipman's Multi-AV. The links for Sysclean and Multi-AV are
here:

http://www.elephantboycomputers.com/page2.html#Removing_Malware
http://www.ik-cs.com/multi-av.htm - Dave Lipman's Multi-AV

After you scan with one of those first-line antivirus tools, get a
full-feature av, install it, update it, and do a thorough scan in Safe
Mode. Then do scanning for non-viral malware as described in the
Elephant Boy link above.

i have no solution, but is your account able to open task manager?
If you enable Welcome Screen and you press [Ctrl] + [Alt] + [Delete] and
doesn't pop up task manager, but still pops up if you select it from taskbar,
the chance is that your NT-Virus program(s) might have blocked using Windows
hotkeys. Please check to make sure no program blocks hotkeys.
