Control-Alt-Delete won't bring up the task manager anymore

A weird thing happened on my computer today. Control-Alt-Delete no longer
brings up the task manager. I can still right-click on the desktop to get
the context menu that lets you change the display properties, create new
folders and such. Any suggestions?

Try Ctrl+Shift+Esc.

Is it "up" but minimized to the notification tray (as green rectangle)?
 
I reinstalled Norton 06, it found some problems, fixed 'em, and now the task
manager will work. Thanks for your help.
